Job Description

The Nelrod Company is looking for motivated, self-starting candidates for the position of Technical Proposal Writer. The Technical Proposal Writer is responsible for all stages of proposal and technical writing production (planning, writing, editing, compiling, organizing, formatting, printing, binding, and shipping). Collects Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Requests for Qualifications (RFQs) sent to the company or posted for public attention (through newsletters, internet, etc.), prepares the response, and ensures it is submitted on time and adheres to both company standards and the specific requirements of the RFP or RFQ. 

Responsibilities:

  • Monitors key websites (NAHRO, NAHRO E-Procurement, PHADA, HUD, State of Texas) daily for posted solicitations. Also, conducts constant search for new solicitations posted at other sources (individual agency websites, newsletters, tips for other employees in the field etc.)
  • For most solicitations not pursued, prepares and submits to the agency a no-bid form, briefly explaining the reason for the no-bid.
  • Coordinates with Division Mangers for pricing, task plan details, personnel choices etc.) and to clarify with the RFP scope of work.
  • Develops proposal document and ensuring it closely adheres to the RFP's Scop of Work, Content Requirements, and Evaluation Criteria.
  • Daily maintains the company's project management software and the electronic database of various aids to proposal production, resumes, generic company information standard forms, standardized proposals and RFPs for particular topic etc.
  • For successful proposals, collects feedback from agency to uncover weaknesses in the company's proposal process and to provide guidelines for improvement.
  • Serves as general technical writer/editor/desktop publisher for the company providing assistance, as needed, in the writing, editing, and formatting of other documents besides proposals, manuals, reports, patent applications, formal letters and emails, promotional material, questionnaires etc.
  • Utilizes technical and software skills to design and market the company through the proposal process.

Required Knowledge & Skills:

  • Skills in Desktop publishing, word processing (Microsoft Word, Excel, PowerPoint, Publisher and ability to edit and format graphics and charts. 
  • Ability to conduct research and navigate the internet with ease.
  • Fundamental Math and English skills.
  • Concepts, principles, techniques, and practices of proposal development and writing.
  • Understanding of the public and assisted housing industry, including HUD regulations, various housing programs available, company's history and capabilities providing services to HUD and local housing agencies, standard company policies and procedures and finance/procurement practices related to HUD and local agencies.
  • Possess a strong attention to detail and initiate projects and work effectively under pressure.
  • Ability to prioritize work assignments and meet required deadlines.
